Forum on Comprehensively Deepening Strategic Cooperation and Signing Ceremony for Transfer of Jiangjin Central Hospital to a CQU Affiliated Hospital held between CQU and the People’s Government of Jiangjin District

On the afternoon of December 1, 2021, the Forum on Comprehensively Deepening Strategic Cooperation between CQU and the People’s Government of Jiangjin District and Signing Ceremony for Transfer of Jiangjin Central Hospital to a CQU Affiliated Hospital were held at No. 1 Main Building, Campus A, Chongqing University. Li Yinglan, secretary of CPC Jiangjin District Committee, Tang Dajun, deputy secretary of CPC Jiangin District Committee and mayor of Jiangjin District, Shu Lichun, secretary of CPC CQU Committee, and Zhang Zongyi, president of CQU, showed up at the event. Liu Hanlong, managing vice president of Chongqing University presided over the event.

The two sides had discussion and exchange over strategic cooperation between CQU and the local government. Representatives of the Party School of CPC Jiangjin District Committee, the Development and Reform Commission of Jiangjin District, Jiangjin District Education Commission, the Science and Technology Bureau of Jiangjin District talked over cooperation in areas including construction of think tank, digital economy, science popularization, research and learning, construction of scientific and technological innovation and platforms, industrial upgrading and talent recruitment with representatives of Chongqing University. Liu Hanlong and Xiong Wei, deputy mayor of the People’s Government of Jiangjin District, signed the agreement on transfer of Jiangjin Central Hospital to a CQU affiliated hospital, respectively on behalf of the two sides. Jiangjin Central Hospital of Chongqing has now officially become the fourth hospital directly affiliated to Chongqing University-Chongqing University Jiangjin Hospital.

Zhang Zongyi addressed the attendants at the event and gave an introduction to Chongqing University. According to Zhang, Chongqing University has been attaching great importance to development of its medical disciplines and has set up a dedicated working group to work on the interdisciplinary development of medical disciplines and engineering disciplines expedite layout and construction of medical disciplines that “have a high starting point and distinct characteristics, are research-oriented and respond to mainstream needs”. Besides, Chongqing University has been communicating actively with top hospitals in Chongqing, the municipal government and the governments of districts and counties, in search of cooperation opportunities of development of medical disciplines. Chongqing University will take the transfer of Jiangjin Central Hospital as an opportunity to create a new pattern of collaborative innovation between Chongqing University and the local governments, make an all-round plan for talent nurturing, and play a leading role in innovation. Furthermore, Chongqing University is hoping to play a part in attracting top talents, improving innovation capacity of the region, and boosting social and economic development of the region, seeking opportunities of in-depth cooperation in more areas, promoting the transformation of scientific research capacity and technological level into practical productivity through deepened strategic cooperation between CQU and the local governments, with an ultimate goal of realizing high-quality development and a win-win result between the two sides.

Tang Dajun gave the attendants a brief introduction to the current state of Jiangjin District. According to Tang, as an important portal that connects Chongqing with south Sichuan and north Guizhou, Jiangjin District has a long history and is home to many talents and rich natural resources. Jiangjin District serves as an important supporting point of the “one metropolitan area and two clusters of towns” strategy, and an important port between the “Belt and Road” and the Yangtze River Economic Belt. It is also an important node along the Chongqing-Kunming Pan-Asia Railway Corridor and New Western Land-sea Corridor that connects the 21st Century Maritime Silk Road. The transfer agreement marks the first step towards the win-win cooperation between CQU and the People’s Government of Jiangjin District, and will take the healthcare level of Jiangjin District to a new level. Tang expressed his hope that the two sides would seize the momentum to seek for more extensive and deeper cooperation and exchange, innovate in the integration pattern of production and education and set an example for cooperative development between universities and local governments.

Li Yinglan pointed out that Jiangjin District had been expediting the construction of the district as a pilot area of urbanization and concentrating efforts on building an international, green, intelligent and humanistic metropolis. Besides, it had been actively involved in the construction of Chengdu-Chongqing Economic Circle and the coordinated development of the “one metropolitan area and two clusters of towns” of Chongqing. According to Li, Jiangjin District still has a long way to go in inter-connectivity of infrastructure, upgrading of industries, scientific and technological innovation, urban integration, rural revitalization and green and low-carbon development. As one of the top universities in Chongqing, CQU has seen inspiring momentum of development and the cooperation between the two sides is solidly founded. Li expressed his hope that seizing this cooperation opportunity, Chongqing University and Jiangjin District will be able to integrate essential resources in an effective manner, expand cooperation areas, deepen cooperation, optimize cooperation content, improve cooperation mechanism, continue to stimulate the cooperation vitality and boost the comprehensive and in-depth integration of the advantages in talent nurturing, scientific research and education with the advantages of Jiangjin District in industry, environment and policy, in a combined effort to attract more enterprise-university-research cooperation projects to settle in Jiangjin District and achieve a win-win result.

Shu Lichun pointed out in his speech that “education is part of the grand plan of the state government and the Communist Party of China”. As such, cultivating high-quality and high-level clinical medical talents is in response to the objective needs of medical education in colleges and universities and medical and health system reform and the rapid and stable development of social economy of China. In addition, it is also the historical responsibility of a high-level first-rate comprehensive university in setting up medical disciplines. The signing of this cooperation agreement is a great thing for Chongqing University, Jiangjin District and Jiangjin Central Hospital. Shu expressed his hope that Chongqing University and Jiangjin Central Hospital will give full play to their mutually complementary advantages and make combined efforts to build a high-standard system of medical talent nurturing and medical services, improve the medical education and healthcare level of Chongqing and foster social advancement. Chongqing University will also leverage the solid cooperation foundation, and carry out in-depth cooperation with Jiangjin District in scientific and technological innovation, achievement transformation and industrial development, promote the high-quality economic and social development of Jiangjin as part of the construction of Chengdu-Chongqing Economic Circle and the coordinated development of "one metropolitan area and two clusters of towns" in Chongqing, and make "significant" contributions to the development of the region and national strategy.

Jiangjin Central Hospital was founded in 1939 and is now a class-1 grade-3 comprehensive hospital that integrates functions including medical treatment, scientific research, teaching, prevention, health care, rehabilitation and medical rescue. It has 1,600 hospital beds, and provides medical services to patients from Jiangjin District, as well as Xishui and Chishui of Guizhou and Hejiang of Sichuan. With annual outpatient (emergency) visits topping 1 million, Jiangjin Central Hospital has considerable capacity in the treatment of difficult, acute and severe diseases, and the diagnosis and treatment of tumors, infections and children's diseases, and enjoys much reputation in southwest Chongqing. The Hospital has rich experience in clinical teaching and is able to meet the functional needs of medical disciplines of colleges and universities in clinical talent training, scientific research, technological application and etc.
