Chen Min'er, Secretary of CPC Chongqing Municipal Committee, and Hu Henghua, Deputy Secretary and of CPC Chongqing Municipal Committee and Mayor of Chongqing, paid an inspection visit to West China (Chongqing) Science City and attended a forum on July 4. Chen Min'er called for efforts to deeply study and implement the spirit of President Xi's important address about scientific and technological innovation and construction of Chengdu-Chongqing Economic Zone, seriously implement the deployment of the 6th Congress of Party Representatives of Chongqing, and always carry out modernization construction with innovation as the core, so as to promote the integrated development of the Science City and Chongqing University Town, expedite construction of a scientific and technological innovation center with nationwide influence and make further contribution towards the goal of Chongqing to build a modernized society in an all-round way.

Luo Lin, Xiong Xue, municipal leaders, Shu Lichun, Secretary of CPC CQU Committee and Wang Shuxin, President of Chongqing University, showed up at related events.

Jinfeng Laboratory, which is located in the Science Town, is now concentrating efforts on building a cradle land of life and health innovation. Chen Min'er and Hu Henghua visited Chongqing Advanced Institute of Pathology built up under the leadership of Academician Bian Xiuwu from the Third Military Medical University, listened to an introduction to the construction and development of the Institute, and inspected the Phenomics Laboratory. According to Chen Min'er, life science has broad prospects. Chen went on to call for efforts from the Institute to further deepen the university-local government integration and innovation, concentrate innovation resources and play a leading role in scientific and technological innovation. Chen Min'er and Hu Henghua went to Jinfeng · BGI Spatio-Temporal Omics Center, where they were introduced to the scientific research achievement and technical application and communicated with the scientific researchers of the Center. They encouraged the scientific researchers to settle down in Chongqing and devote themselves to scientific research that produces a result and benefit. They expressed their hope that the Center always follows an open strategy to encourage more outstanding talents to participate in scientific and technological innovation in Chongqing.

The Innovative Drug Research Center of Chongqing University is a municipal-level key lab, and has a team of top R&D talents. Chen Min'er and Hu Henghua visited the Innovative Drug Research Center and inspected the Mass Spectrometry Room of the Large Instrument Center and the Optical Imaging Room. After that, they were briefed on the planning of the Science Center of Chongqing University and the progress made in construction of large scientific instrument. Chen Min'er suggested that Chongqing University should seize the opportunity of construction of the Science City, make efforts to optimize resource configuration, promote inter-disciplinary development and improve its scientific and technological innovation capacity. At the University Student Employment and Entrepreneurship Public Service Center of Chongqing, Chen Min'er and Hu Henghua talked with employment service workers, college graduates and young entrepreneurs to gain an understanding of employment and entrepreneurship of college students. Chen Min'er called for further efforts to tap job resources, provide detailed employment guide services for college students and help college graduates start their career, start up business and realize their dreams.

After that, Chen Min'er chaired a forum to promote the integrated development of the Science City and Chongqing University Town. Responsible persons of colleges, universities and scientific research institutions including Chongqing University, Southwest University, Chongqing Medical University, Chongqing Research Institute of Big Data, Peking University and the Intelligent Connected Vehicle Innovation Center of West China Science City delivered a speech at the forum and put forward suggestions and opinions.

After listening carefully to the speeches, Chen Min'er expressed his appreciation of the achievements in construction of the Science City. Chen pointed out that the construction of a scientific and technological innovation center with nationwide influence is in response to the expectation of President Xi from Sichuan and Chongqing, and is also a major part of the construction of Chengdu-Chongqing Economic Zone. The Science City has rich scientific research and teaching resources, solid industrial base, favorable urban environment and desirable ecological background, and is the main battlefield of construction of scientific and technological innovation center with nationwide influence. As an important platform for talent nurturing, knowledge inheritance and scientific and technological innovation, Chongqing University Town plays a main driving role in construction of the Science City. Chen called for efforts to further improve the strategic positioning of Chongqing University Town and strengthen its sense of responsibility and sense of mission. He went on to encourage Chongqing University Town to take on greater responsibilities and face difficulties, and promote the integrated development of the Science City and Chongqing University Town. According to Chen, Chongqing University Town should serve as the innovation "brain" of the Science City and the Science City should provide innovation "soil" for Chongqing University Town.

Chen stressed the importance of co-building, mutual promotion and win-win relation, and encouraged the Science City and Chongqing University Town to empower each other to create a brilliant future. According to Chen Min'er, integration of science and technology, education and urban development shall be promoted to ensure balance between the number of laborers and job opportunities in an area and the balance of vocational education, and constantly improve the production, living and ecological environment, so as to drive up the functional quality of the city. Moreover, integration of industrial parks, university campuses and communities shall be promoted by further optimizing the spatial layout, pushing resource share, platform co-building, and facility integration, and driving coordinated and concerted efforts among different areas. Furthermore, integration of innovation chain, capital chain and talent chain shall be promoted by deepening industry-university-research cooperation, concentrating efforts on development of scientific and technological finance, making great efforts to nurture and attract talents and fully unleashing the wisdom and power of various types of scientific innovation talents. Finally, integration of industry, enterprise and employment shall be promoted by concentrating efforts on building a number of hi-tech industrial clusters with competitive advantages, and incubating more innovative subjects of high quality, so that college students will be happy to "study and work in Chongqing University Town", find a better job and pursue entrepreneurship and innovation. The related departments at different levels of Chongqing shall further refine the development planning, improve the overall planning and coordination mechanism, provide more policy support, launch some pioneering projects, and strengthen inter-region cooperation and inter-department collaboration, so as to set an encouraging stage for integrated development of the Science City and Chongqing University Town.

Hu Henghua pointed out that as Chongqing University Town provides resources for development of the Science City, efforts shall be made to refine overall planning, optimize resource allocation, improve the system and mechanism, promote co-building of large scientific instrument, large platforms and large research institutes and resource share among them, and bolster co-development of colleges, universities, research institutions and enterprises. Chongqing University Town functions as the "brain" while the Science City is the "body". The two shall make concerted efforts and utilize the scientific research and teaching resources, platform resources and human resources in a coordinate manner, promote integration of talent nurturing, talent attraction and talent retaining, strengthen synchronous building of university campus, industrial parks and urban areas, and promote in-depth integration of innovation chain, industrial chain and talent chain. The key task of Chongqing University Town is "breeding" while that of the Science City is "culturing seedlings", both of which are impossible without a favorable ecological environment. So efforts shall be made to constantly optimize the innovation ecology, strengthen enterprise-university-research collaboration and cooperation, realize original innovation "from 0 to 1", establish an industrial innovation chain from "1 to N", and build a channel between innovation and capital, so as to expedite transformation of scientific and technological achievements to real productivity and the transformation of advantages in scientific research and teaching to advantages in innovation and development.
