At 3:00pm on October 24, 2017, Chongqing University signs the strategic cooperation agreement with Chongqing Cancer Hospital, Chongqing Medical Emergency Center (No. 4 People’s Hospital of Chongqing) and the government of Shapingba District at Minzhuhu Lecture Hall of Chongqing University, to co-build the Affiliated Hospital of Chongqing University. Zhou Xuhong, president of Chongqing University and academician of Chinese Academy of Engineering, You Xianyong, deputy secretary general of the People’s Government of Chongqing Municipality, and Chen Jinshan, mayor of the People’s Government of Shapingba District, attend the ceremony and deliver a speech. Officials from the affiliated hospital, Chongqing University, the municipal government and the Health and Family Planning Commission of Chongqing jointly inaugurate the Affiliated Central Hospital of Chongqing University and the Affiliated Cancer Hospital of Chongqing University.
Exerting supplementary advantages to boost development of local medical care and health services and achieve a win-win result
Before signing the official contract, Liu Hanlong, CQU president, introduces the attendance to the co-building of the Affiliated Hospital of Chongqing University. Liu extends his gratitude for the substantial support granted by CPC Chongqing Municipal Committee, the municipal government, the Health and Family Planning Commission of Chongqing, Chongqing Education Commission and Chongqing Science and Technology Commission and other organizations. He adds that with the substantial support of CPC Chongqing Municipal Committee and the municipal government, Chongqing University has now developed remarkable advantages in engineering courses through more than 80 years of endeavoring. It now has 5 disciplines that rank among the top 1% of ESI disciplines, namely, engineering science, material science, chemistry, computer science and mathematics. It is a university under “211 Program”, “985 Project” and “2011 Plan”. In 2017, it was included in the list of “Double-First-Rate” universities (Class A) of
China
. CQU has been attaching great importance to development of life and medical science discipline, and has successively established the School of Bioengineering, the School of Life Science and the School of Pharmaceutical Sciences. First-class disciplines, including clinical medicine, botany and zoology are now close to the baseline of top 1% of ESI disciplines. In recent years, CQU has established a dedicated working group to communicate with the top hospitals, high-end medical universities and colleges, the municipal government and related district and county government. After more than 1 year of communication and exchange, Chongqing University has reached a strategic cooperation agreement with Chongqing Cancer Hospital, Chongqing Medical Emergency Center, and the government of Shapingba District, and has reached an agreement to build an affiliated hospital not directly administered with Chongqing Cancer Hospital and Chongqing Medical Emergency Center. According to the agreements, the parties will cooperate in disciplinary research, talent cultivation and disciplinary construction given the same human, financial and material channels. It has reached an agreement with the government of Shapingba District on building an affiliated hospital directly administered and the two parties will make joint efforts to build a grade-A class-3 hospital in “Jingkou-Shuangbei Region”. The direct administration and non-direct administration are both adopted to build the affiliated hospitals of Chongqing University and enhance the construction of medicine related disciplines. Chongqing University will take this opportunity to exert the supplementary advantages, and promote cooperation with high-level medical and healthcare resources of Chongqing in discipline construction, scientific research and talent cultivation, and facilitate construction of Chongqing University as a “double-first-rate” university, improve the medical treatment capacity and level of the hospitals, in an ultimate effort to expedite the medical treatment and health services of Chongqing, and serve construction of local economy and society.

Cooperating in depth to drive innovation and serve construction of local economy and society
Chongqing University will cooperate with the two affiliated hospitals “not directly administered” mainly in discipline construction, scientific research and talent cultivation.
Chongqing Cancer Hospital is a national grade-A class-3 cancer hospital integrating medical treatment, teaching, scientific research, prevention and rehabilitation. Chongqing Medical Emergency Center (No. 4 People’s Hospital of Chongqing) is a large modern grade-A class-3 comprehensive hospital integrating first aid, medical treatment, scientific research, teaching and prevention. Chongqing University will co-build the affiliated hospitals “not directly ministered” with Chongqing Cancer Hospital and Chongqing Medical Emergency Center (No. 4 People’s Hospital of Chongqing) and will cooperate with the two in scientific research, discipline construction, talent cultivation and personnel exchange. The cooperation involves no membership function, personnel system or fiscal appropriation. For the management mode, the two affiliated hospitals “not directly ministered” are managed by the hospitals on their own. The departments of Chongqing University in charge of teaching and scientific research will guide the related departments of the affiliated hospitals, and take charge of the management of scientific research, discipline and teaching of the hospitals. The hospitals will appoint full-time teaching and scientific research management according to requirements of Chongqing University, and set up related talent cultivation system and scientific research platform, and regularly receive the management assessment conducted by CQU.
The People’s Government of Shapingba District and Chongqing University are making joint efforts to build a grade-A class-3 comprehensive hospital in Jingkou-Shuangbei Region as the affiliated hospital “directly administered” by Chongqing University. This hospital will be of “high standard and high starting point”, and will integrate functions including “clinical medicine, teaching and scientific research”. The two parties hope to build the affiliated hospital into a public grade-A class-3 comprehensive hospital in southwest China, with distinct characteristics and remarkable influence. The hospital will also develop outstanding scientific research capacity, and will pose an impact on the medical care and health industry of the area.
Integrating medical treatment, scientific research and teaching with support of the government, to expedite construction of Healthy China and Healthy Chongqing
After the inauguration ceremony, representatives of the affiliated hospital, and sister colleges and universities, and officials of Shapingba District, the Health and Family Planning Commission of Chongqing and Chongqing University respectively deliver a speech.
Wu Yongzhong delivers a speech on behalf of the affiliated hospital. In his speech, Wu points out that the inauguration of the two affiliated hospitals means new opportunities, new journeys and dreams of the two hospitals. Development of two hospitals will turn a new page. All staff members of the affiliated hospitals will take the inauguration ceremony as the starting point, and seize the opportunity to work hard as a united team, and move on, under the lead of the CPC Chongqing Municipal Committee, and the Health and Family Planning Commission of Chongqing, with substantial support of Chongqing University. The reform of public hospitals will be expedited and the construction will mainly focus on hospital culture, hospital management, discipline construction and talent building. The hospital is positioned as one that “is seated in Chongqing, covers southwest China, serves west China and poses an impact on the entire China”, and will be built into a “national regional cancer medical center that is leading in west China and the entire China”. Wu says that he is strongly in support of the construction of CQU as the “Double-First-Rate” university, and inclusion of the medical disciplines, and that he is proud to take charge of the affiliated hospital of Chongqing University. Wu also shows his devotion to building the hospital.
Wang Yungui, president of the Third Military Medical University, delivers a speech on behalf of the sister colleges and universities. Wang points out that the past experience shows that a first-rate comprehensive university should concentrate efforts on construction of medical disciplines, and the development of medical disciplines cannot do without support of top-grade hospitals. Cooperation between the university and hospital should be strengthened, but not through overlapping of brands. It should be done through integration of resources and supplementation of advantages. The strategic cooperation in co-building the affiliated hospitals not directly administered will play an even greater role in improving the discipline layout and enhancing the scientific innovation capacity, and will expedite construction of Chongqing University as a world first-rate university.
Yu Jinming, academician of Chinese Academy of Engineering, chief scientist of Chongqing Cancer Hospital, and chief expert of Health and Family Planning Commission of Chongqing, delivers a speech. Yu points out that the cooperation between hospitals and universities will surely result in cross-discipline crossing and integration, and drive development of cutting-edge new disciplines. Yu hopes that the two parties will cooperate in depth in areas including talent cultivation, scientific research, achievement dissemination and resource sharing. New research areas will be explored, including new intelligent medicine to supplement advantages.
Chen Jinshan points out in his speech that to co-build the affiliated hospital between Shapingba District and Chongqing University is a decision made by CPC Shapingba District Committee and the district government in response to the spirit of the 19th National Congress of the Communist Party of China and the strategy of Healthy China. It aims to strengthening construction of the medical care and health service system, and will also help with in-depth institution-locality cooperation, construction of CQU as a “Double-First-Rate” university, innovation of cooperation between hospitals and institutions and integration of scientific research and teaching. Chen adds that Shapingba District will make a medium and long-term planning for development of the affiliated hospitals, and will be responsible for land acquisition, construction, equipment purchase and talent introduction. Chongqing University will include the affiliated hospitals into its overall development planning, and will be responsible for construction and operation of teaching, scientific research and academic platforms of the affiliated hospitals. He believes that through joint efforts of the two parties, the affiliated hospitals will be able to serve construction of CQU as a “Double-First-Rate” university, provide a satisfactory working platform for senior medical talents, and make contributions to construction of Healthy China and Healthy Chongqing.
You Xianyong points out in his speech that Chongqing University has reached a strategic cooperation agreement with the government of Shapingba District and some of the grade-A class-3 hospitals as the 19th National Congress of the Communist Party of China came to a successful close. This will surely drive and prosper the development of Chongqing’s medical care and health services. The institution-locality cooperation and collaboration will be helpful for optimization of discipline layout in colleges and universities, and advancement of the overall higher education level in Chongqing. It will also help with the integration of medical care and teaching, reform and development of medicine teaching, improvement of the cultivation system of medical talents in Chongqing, progress of the structural reform of medical and health services in Chongqing, enhancement of the clinical capacity and diagnosis and treatment technology of the hospitals participating in cooperation, and overall increase of the medical and health level of Chongqing. You hopes that Chongqing University will take the opportunity to expedite development of the medical disciplines, build a high-level scientific research platform for life science and make contributions to building of a “Double-First-Rate” university.
President Zhou Xuhong states in his speech that the signing of the strategic cooperation agreement on co-building the affiliated hospital is a milestone in the development history of Chongqing, in particular in process of construction of a world first-rate university. At the same time, it will also enhance cooperation between Chongqing University and hospitals and between Chongqing University and local government and will lead to a win-win result. As one of the to-be national first-rate universities in China, Chongqing University has a complete system of disciplines, and has a solid foundation of disciplines related to life science and pharmacy, and is able to provide development platforms for construction of medical disciplines. Chongqing Cancer Hospital and Chongqing Medical Emergency Center are both grade-A class-3 hospitals in Chongqing, with firm foundation, remarkable capacity and distinct characteristics and rich clinical practical experience. The cooperation between the two will concentrate on collaborative innovation of teaching, scientific research and medical treatment, based on supplementary advantages in talent cultivation, teaching staff building, scientific research and medical services, thus realizing in-depth crossing and integration of disciplines, and boosting medical development. The local government, namely, the government of Shapingba District, has been attaching great importance to construction and development of Chongqing University, and has been offering support. The collaboration and communication between the two are extensive and long lasting. The friendship between the two is enduring. In response to the national innovation-driven development strategy, as part of construction of the “Double-First-Rate” university, the People’s Government of Shapingba District is co-building an affiliate hospital “directly administered” with Chongqing University. The two parties will cooperate in areas such as clinical teaching, talent cultivation, scientific research and medical security in an equal and reciprocal basis, in an ultimate effort to contribute to offering all-round and complete-period health services for citizens.
