Recently, the Cadre Bureau of Propaganda Department of Central Committee has released the Notice on Forwarding the List of Selected Leading Researchers of Philosophy and Social Science and Outstanding Young Talents (Philosophy and Social Science and Culture and Arts) under “Ten Thousand Talents Program” of the Third Batch (ZXG Zi [2018] No. 46). Professor Liu Yulin of the School of Public Administration of Chongqing University is selected as a leading researcher of philosophy and social science under “Ten Thousand Talents Program” of the third batch.

Professor Liu Yulin, who enjoys the special allowance granted by the State Council, is mainly engaged in researches in areas such as macroeconomic analysis, financial economy and management, public economy and public policy. Professor Liu is also an academic under the Program for New Century Excellent Talents in University of the Ministry of Education, a young and middle-aged talent with outstanding contributions of Chongqing, one of the first winners of the “Five Batches” Talent award (theory) for cultural publicity of Chongqing, the leading researcher of philosophy and social science of Chongqing, and the evaluation expert of “projects supported by National Planning Office of Philosophy and Social”, “projects supported by National Natural Science Foundation”, “projects supported by “cultural and social science planning projects under the Ministry of Education”, and “projects supported by China Scholarship Council”.

The “Ten Thousand Talents Program” refers to the “National Special Support Plan for High-level Talents”. It is guided in a centralized manner by the CCGTW according to the strategic deployment of building an innovation-originated nation, and organized and implemented jointly by 11 ministries and departments including the Ministry of Science and Technology, the Organization Department of the CPC Central Committee, and the Ministry of Human Resources and Social Security. The overall goal of the Program is to select about 10,000 outstanding talents, leading researchers and outstanding young talents in areas such as natural science, engineering technology, philosophy and social science and higher education in a planned and selective manner in about 10 years starting from 2012, and build up a construction system of high-level innovation and entrepreneurship talent team that is joined with the “Recruitment Program of Global Experts”.

The selection was carried out through consultation, review by experts, and meeting review based on the recommendations of the publicity department of CPC committees of the provinces (autonomous regions and municipalities), related central and state authorities, related mass organizations and Political Work Department of Central Military Commission according to the requirements specified in documents such as the Notice on Satisfactory Carrying Out of Recommendation and Selection of Talents under 2017 Cultural Masters and “Four Batches” Program and Leading Researchers of Philosophy and Social Science under National “Ten Thousand Talents Program” (ZXBF [2017] No. 25). Eventually, a total of 215 persons have been selected as the leading researchers of philosophy and social science under the National “Ten Thousand Talents Program”, and 51 selected as the outstanding young talents under the National “Ten Thousand Talents Program” (philosophy and social science and culture and arts).
