On November 24, 2019, Academicians Hou Li’an, Ren Nanqi and He Kebin engaged in researches of ecological environment led a delegation to Chongqing High-tech Zone, Guangyang Island of Nan’an District and Changjiang Chongqing Waterway Engineering Bureau to hold the “CAE Academicians in Chongqing” Activity. More than 30 persons, including Yue Shun, deputy secretary general of the People’s Government of Chongqing Municipality, Liu Hanlong, vice president of Chongqing University, Ruan Baojun, vice president of Chongqing Academy of S&T for Development, Chen Jun, deputy director of Chongqing Science and Technology Bureau, Liu Mingjun, director of Water Ecological Environment Office of Chongqing Ecology and Environment Bureau, Liu Xiao, deputy director of Natural Ecological Protection Office, Lu Yuan, deputy director of Science and Technology Cooperation Office of Chongqing Science and Technology Bureau, Li Hua, vice director of Central Office of Chongqing Research Institute, He Qiang, dean of the School of Environment and Ecology of Chongqing University and Tongji University, and officials professors, experts and scholars of Chongqing University Strategic Research Center of Engineering Science and Education, Chongqing Academy of Science and Technology and other organizations, participated in the event.

“CAE Academicians in Chongqing” respectively focused on the environmental and ecological planning and management of Chongqing High-tech Zone, the planning and implementation of Chongqing Ecological Island (Guangyang Island), the field investigation of the ecological environment in the upper reaches of the Yangtze River, consultation and discussion about the urban water environment improvement, the ecological environment planning and management, the environmental protection industry development, and the expert consultation services for the government and enterprises.

On the morning of November 24, academicians and experts went to the Office Building of Chongqing High-tech Zone Management Committee to hold the special academician consultation meeting on environmental ecological planning and governance of Chongqing High-tech Zone. The three academicians referred to development planning of Chongqing High-tech Zone and the current situation and challenges faced by Liangtan River comprehensive treatment plan and its effectiveness, He Kebin proposed to continuously improve the environmental quality, reduce the pollution discharge of construction machinery, and refine the ecological environment plan during the construction process. Hou Li’an put forward requirements and suggestions on sewage discharge, reuse and environmental quality improvement in an effort to enhance sewage discharge standard, reduce pollutant discharge, consider farmland reuse, strengthen sludge treatment and eliminate direct sewage discharge. Ren Nanqi highlighted the need to strengthen the integrated comprehensive treatment of the source, sewage plant, pipe network and river course, divide the main responsibility, promote the digital planning of the spatial pattern of the mountain and water towns, make full use of unconventional water resources to build energy-saving water conservancy facilities, improve the screening work of pipe network, and promote the combination of artificial reinforcement and ecosystem in an ultimate effort to strengthen the comprehensive treatment of urban water system.

The summary of Yue Shun further complemented the implementation of Chongqing ecological environment protection, affirmed the support of Chinese Academy of engineering to Chongqing, thanked academicians for their support to Chongqing ecological environment construction, and invited academician experts to continue to pay attention to supporting Chongqing development in the future. The consultation was presided over by Zhang Sili, member of the Party Working Committee and deputy director of the Management Committee of Chongqing high tech Zone. The main principals of the office of the Management Committee of the high tech Zone, the reform and Development Bureau, the Construction Bureau, the ecological environment bureau and the high tech development investment group attended the consultation.

On the afternoon of November 24, academicians and experts arrived at Guangyang Island, Chongqing, to carry out investigation for planning of Chongqing Ecological Island (Guangyang Island) and its implementation. Wang Yue, secretary of the CPC Committee, executive director and general manager of Guangyang Island Green Development Co., Ltd., reported on the construction planning of Guangyang Island, construction of Tu’erping Wetland, green development demonstration construction planning of Guangyang Island Area, construction planning of Ecological Civilization Cadre College and Yangtze River Ecological Environment College of Guangyang Island. The academicians, experts and scholars who participated in the activity offered optimization suggestions and opinions on the existing problems with the planning and Chongqing Ecological Island (Guangyang Island) and its implementation based on the actual situation of Guangyang Island and the future development trend of ecological environment. Li Runpeng, deputy director of the Office of the Government of Nan’an District, the Management Committee of Jiangnan New Town and officials of Jiangnan New Town Group took part in the investigation.

At Changjiang Chongqing Waterway Engineering Bureau, the two academicians listened to and gained an understanding of the development achievements and planning of Changjiang Chongqing Waterway Engineering Bureau, and the implementation of ecological environmental protection projects as part of waterway maintenance and construction. They spoke highly of the ecological environmental protection measures implemented by Changjiang Chongqing Waterway Engineering Bureau as part of its efforts in waterway maintenance and waterway regulation, its efforts in expansion of the market of environmental protection projects, and commitment to the green and high-quality development. Hou Li’an offered his suggestions on industrialization development from three aspects: innovation of blasting mode, application of ecological concrete, organic combination of de-silting and treatment of black and odorous river. Ren Nanqi agreed the direction and planning of green development of the enterprise, and offered valuable suggestions on the development direction with promotion of ecological system as the core and artificial strengthening as supplementation. The experts at the meeting fully spoke highly of the practice of Changjiang Chongqing Waterway Engineering Bureau and the School of Environment and Ecology of Chongqing University in promoting the construction of ecological civilization in Chongqing through industry-university-research cooperation. Ma Zhengyong, director of Changjiang Chongqing Waterway Engineering Bureau, Luo Hong, deputy director and other major officials attended the meeting.

During this event, academicians and expert exchanged ideas on the environmental ecological planning and management of Chongqing High-tech Zone, the planning of Chongqing Ecological Island (Guangyang Island) and its implementation, and the ecological environment of the upper reaches of the Yangtze River, and offered valuable suggestions on pollution control, the improvement of ecological environment planning, technological innovation, talent training and other aspects. The “CAE Academicians in Chongqing” Activity will serve as a bridge between high-end think tanks to serve Chongqing’s local economic development and promote the communication and connection between the efforts in ecological environment governance, which will lay a solid foundation for the follow-up strategic consultation and technical research cooperation and collaborative promotion of the sound development of Chongqing’s ecological environment.
