China-Korea Recelebrates Scientific Research Cooperation under the “Belt and Road” Initiative

Mr. Moon Jae-in, president of   Korea is currently on a visit in China . The Office of International Cooperation and Exchange, after half a month of intense preparation, has arranged for Chongqing University to participate in the China-Korea Industry Forum upon invitation. The scientific researchers and industrial and commercial leading figures from the two countries get together at the Forum to discuss the cutting-edge technology cooperation under the “Belt and Road” Initiative, in a bid to jointly develop new technologies and march forward towards the third country.  

 

During the period, Professor Yang Dan, managing vice president of Chongqing University , has signed the MOU on behalf of Chongqing University with Korea Electronics Technology Institute, KETI, on December 15. According to the MOU, the two universities will work together to build the “CQU-KETI Technical Cooperation Platform”, thus fostering the China-Korea industrial cooperation under the “Belt and Road” Initiative. The two parties will: 1) Co-build technical cooperation platform in areas such as technology, standard, safety and certification, and provide support for different links including manufacturing, transportation and logistics and distribution; 2) Jointly develop industrial technical standards and co-build a platform for technical cooperation and mutual authentication; 3) Co-organize and implement China-Korea cooperation demonstration projects under the “Belt and Road” Initiative in advantageous areas of the two parties. In addition, the two will cooperate on projects such as 3D additional material printing, logistics transportation (C-ITS) and unmanned driving. Xu Jun, director of the Office of International Cooperation and Exchange, presides over the signing ceremony and the exchange activity.

During the period, related research teams of KETI visit the School of Mechanical Engineering, the School of Materials Science and Engineering and the School of Power Engineering of Chongqing University, and have group discussion and match-making conversation with the related scientific research teams with respect to the above projects. Professor Wang Xu, deputy secretary of CPC Chongqing University Committee, is also present at the group discussion about logistics transportation. Piao Qingyuan, president of KETI, gives an introduction to their specific research findings of leading disciplines such as face recognition. Yang Dan expresses his appreciation of the related research and achievement transformation efforts made by Korea and he proposes specific suggestions on further cooperation between the two. Yang suggests that related schools and departments send a delegation to pay a return visit.

KETI is the second largest professional research institute of Korea. It was founded in August 1991, and is a research institute directly under the Ministry of Commerce, Industry and Energy of Korea. The Institute has more than 800 researchers, and is mainly engaged in research of information technology, electronic parts and components, communication technology, biological medicine and energy. It currently has 5 headquarters, and 24 research centers. It has established cooperation relation with more than 700 enterprises and has been hailed by the Routers as one of the “World Top 100 Innovation Enterprises”. The Institute is dedicated to technical improvement in the electronic and information industries of Korea . It carries out technical R&D and develops enterprise development strategy and provides high and new technology and guide for medium and small sized electronic enterprises so as to enhance the industrial strengths. In addition, the Institute is playing a positive role in facilitating technical enterprization of the industrial circle and improving the competitiveness of the country. The Institute has systematized the overall strategy for comprehensive development of the electronic and information communication industry of Korea , so as to guide transformation of the industrial system that previously mainly relied on importation of cutting-edge core accessories and system integration technology into comprehensive system of independent R&D, thus leading development of the industrial technology.

 

On the morning of December 16, Professor Liu Hanlong, vice president of Chongqing University, attends the China-Korea Industry Forum, on behalf of CQU. President Moon Jae-in of Korea also attends the Forum accompanied by Zhang Guoqing, mayor of Chongqing and the deputy secretary of CPC Chongqing Municipal Committee. Mr. Moon Jae-in points out in his speech delivered at the Forum that Chongqing is a city of shared memories for both Chinese and Koreans and he economy of Chongqing has been growing rapidly. Mr. Moon Jae-in is proud that a lot of Korean people and Korean enterprises have settled in Chongqing and get involved in the development of the municipality. He expresses his hope that China and Korea and neighbor countries would continue to strengthen the regional connectivity, and discuss the specific cooperation schemes under the “Belt and Road” Initiative of China and the “New Northern Policy” of Korea . The government of Korea will actively support the Korean and Chinese enterprises for them to exploit third country markets with their own advantages, and strengthen the economic and trading cooperation with local governments of China , including the government of Chongqing .

 

Liu Hanlong delivers a speech on behalf of Chongqing University. In his speech, he states that the colleges and universities in both China and Korea are expediting construction of world first-rate universities. In this process, the major challenges facing the two include the way to demonstrate school-running characteristics, the innovation talent cultivation mode, social services and industrial development. For a long time, Chongqing University has been attaching great importance to cooperation with higher education and research institutes of Korea . Furthermore, Korea and Chongqing have gone through shared hardships during the Anti-Japanese War. The provisional Government of the Republic of Korea had stationed in Chongqing for 6 years, and had developed deep friendship with Chongqing ’s citizens. This will serve as solid emotional foundation for cooperation between Chongqing University and the higher education and research institutes of Korea . Besides cooperation with KETI, Chongqing University is also willing to cooperate with other colleges and universities and enterprises of Korea , in response to the “Belt and Road” Initiative.

Responsible persons of the Korea president at the Forum include Vice President Jiang Bingmo from the Enterprise Cooperation Research Institute, Lin Qize, director of the Mobile Platform Research Center, Cui Binghu, director of the Intelligent Image Processing Research Center, Xin Huashan, group leader from the Intelligent Image Processing Research Center, and related workers of the International Cooperation Office.

 

Attendants of the Forum from Chongqing University include Tang Qian and Luo Yuanxin, vice deans of the School of Mechanical Engineering, Chen Xianhua, assistant to the dean of the School of Materials Science and Engineering, researchers from the School of Power Engineering and the School of Communication Engineering, Xu Jun, director of the Office of International Cooperation and Exchange, and other related workers from the Office.

 

Jiang Zhongwei, director of the International Cooperation Office of Free Trade Division, Liangjiang New Area Investment Attraction Cooperation Bureau (Investment Attraction Group) of Chongqing, and Ling Chao, marketing director of MicroID Technology Holdings Co., Ltd. are also present at the Forum.

 

As of December 2017, Chongqing University has cooperated with 17 colleges and universities of Korea in inter-university cooperation projects, student exchange programs and joint teaching programs. Those 17 colleges and universities include Korea University, Kyung Hee University, Konkuk University, Sungkyunkwan University and Hanyang University. In recent 5 years, a total of 382 Korean students have come and studied at Chongqing University as postgraduates, undergraduates and Chinese language students. There are currently 67 Korean students at Chongqing University. In the past 5 years, a total of 180 Chongqing University students have visited and studied in Korea. There are currently 17 students studying in Korea.
