In order to thoroughly implement the spirit of 2018 Inter-ministerial Joint Meeting on West Yunnan Poverty Alleviation and the Poverty Relief and Assistance Work Promotion Meeting of Systems Directly Under the Ministry of Education, a delegation led by Zhang Zongyi, president of Chongqing University, and head of the Fixed-point Poverty Relief Work Leading Group, is on a visit to Lyuchun County, Honghe Prefecture, Yunnan Province for investigation and survey, and promotion of fixed-point assistance work. Wang Shilong, vice president of Chongqing University, and responsible persons of other organizations of the University are also among the delegation members.
After arriving in Lyuchun, the investigation delegation went straight to Mipi Village, Jiamei Village Committee, Gekui Township, and visited the registered poor households, and had a cordial talk with poor local farmers. The delegation asked them about the cause of their poverty, family income, children education, current difficulties and future plans, and the implementation of the “food and clothing warranty and compulsory education, basic healthcare and housing safety” poverty relief standards and assistance policy. Having learned that the living conditions of poor households had been greatly improved with the help of the government, Zhang said that: “I’m very glad to see such notable periodical achievements of poverty relief work. We should further utilize the disciplinary characteristics and intelligence advantages of Chongqing University to make further contribution to the poverty relief and intelligence improvement.”
After that, the delegation paid a visit to the “Synchronous Promotion of Party Building and Poverty Relief” Education and Training Base, Lyuchun County Middle School and Hani City of China to see the planning and construction. The delegation communicated deeply with the local cadres and masses with respect to social issues such as poverty relief through industrial development, poverty relief through education, county construction and economic and social development, and proposed professional suggestions and opinions.
During the investigation, the Chongqing University and Lyuchun County Fixed-point Poverty Alleviation Joint Meeting was held, and the Memorandum for Chongqing University-Lyuchun County Fixed-point Poverty Alleviation Work was signed. At the Meeting, Chongqing University donated supplies such as sports goods, stationary, children’s wear and cement worth 100,000 yuan and books about party building and agricultural technology training worth 200,000 yuan to Lyuchun County. In addition, to further enhance the poverty relief efforts through education, Chongqing University set up scholarship fund of 600,000 yuan for Lyuchun County. The fund will be used to reward outstanding students and improve the education infrastructures.
At the Joint Meeting, Li Guomin, vice chairman of Honghe Prefecture CPPCC and secretary of CPC Lyuchun County Committee and Li Tao, head of the county, went through the conditions and effects of the fixed-point poverty relief work done by Chongqing University for Lyuchun County. They thanked Chongqing University for the substantial support and assistance provided for the poverty relief work of Lyuchun County, and proposed suggestions and opinions on the next steps for which the support of Chongqing University is expected. Wang Shilong, vice president of Chongqing University, gave an introduction to the reform and development and ideas on fixed-point poverty relief of Chongqing University.
Zhang Zongyi pointed out that, in order to build a moderately prosperous society “without ignoring a single ethnic group, family or person”, we should firstly win the anti-poverty war. It is also a sacred mission and honorable political task of Chongqing University. We should thoroughly implement the thought on socialism with Chinese characteristics for a new era and important indication spirit related to targeted poverty relief proposed by Xi Jinping. As to issues and difficulties facing Lyuchun County such as prominent quality-type poverty, insufficient efforts in industrial development driven by science and technology and incomplete exploration and development of advantageous resources, Chongqing University should fully utilize its advantages in teaching and scientific research, and focus on urban planning and industrial development, cadre and teacher training, and talent cultivation and intelligence support. Through implementing accurate policies and making precise efforts, the endogenous development motive force of Lyuchun will be enhanced and the County will be able to overcome poverty permanently.
The delegation also visited cadres sent by Chongqing University to Lyuchun County, major secretary staying at the village and postgraduate volunteer teachers and expressed their sympathy for them. Zhang Zongyi said that they should strengthen their conviction, hold high aspirations and try to seize every possible opportunity. Zhang also encouraged them to take root among the masses and inherit and promote the spirit of Chongqing University, so as to make greater contributions to poverty alleviation and social and economic development of Lyuchun.
