Inauguration Ceremony of “Policy Theory Research Bases of Ministry of Civil Affairs” held by CQU

The General Office of the Ministry of Civil Affairs printed and issued the Notice on Designation of Policy Theory Research Bases of the Ministry of Civil Affairs the other day. Totally 23 organizations including Chongqing University were designated as the first “Policy Theory Research Bases of the Ministry of Civil Affairs”. On the afternoon of May 9, the Inauguration Ceremony was held at the School of Public Administration of Chongqing University. Tan Shukai, a member of CPC Leading Group of Chongqing Municipal Bureau of Civil Affairs, and deputy director general, and Ming Ju, vice president of Chongqing University and a standing member of CPC CQU Committee, appeared at the Ceremony to inaugurate the research bases. Liu Chun, deputy secretary of CPC Committee of the School of Public Administration, presided at the Ceremony.

Zhang Banghui, director of the Research Base, and secretary of CPC Committee of the School, said that the Research Base is a theory research platform for civil administration policy named after the Ministry of Civil Affairs and designated by the CPC Leading Group of the Ministry of Civil Affairs. It operates utilizing resources of the School of Public Administration, and is mainly engaged in policy-making consultation research related to civil administration in areas such as caring for the elderly and left-behind children in rural areas. The settlement of the “Policy Theory Research Base of the Ministry of Civil Affairs” in Chongqing University would further contribute to development of civil undertakings of Chongqing University and the Ministry of Civil Affairs, and multi-level all-round cooperation in research and innovation, thus facilitating scientific development of China’s civil administration work.

 

Tan Shukai congratulated on settlement of one of the first “Policy Theory Research Bases of the Ministry of Civil Affairs” in Chongqing University. He expressed his hope that Chongqing University would continue to involve actively in civil administration work seizing this opportunity of research base construction, and concentrate efforts on cultivating a number of chief experts, tackling a number of key and difficult problems and delivering high-quality research findings that “influence the entire municipality and west China and leads the entire China”, with the important illustration of President Xi Jinping on civil administration work, the major decision and deployment of the State Council and Party Central Committee, CPC Chongqing Municipal Committee and the municipal government with respect to livelihood and civil administration work, and the functional characteristics of civil administration work in the new era featuring “three-most and one-specialized”.

Ming Ju extended his gratitude towards Chongqing Municipal Bureau of Civil Affairs for the supported granted to construction of the Research Base. He added that Chongqing University would strengthen global planning and allocate resources in a science-based way with accelerated “Double-First-Rate” construction as the guide. The ultimate goal is to improve the organization management structure and decision making consultation mechanism of the Research Base, fully mobilize the scientific research teams and platforms of related disciplines of the School of Public Administration, cultivate and create top-grade think tank for civil administration, and provide academic support for deepening civil administration research and facilitating science-based development of civil undertakings in the new era.


After that, Tan Shukai and Ming Ju jointly revealed the plate of the Research Base. Zhang Banghui and Liu Bingsheng, dean of the School, received the plate. After the ceremony, attendants and directors of the Research Base had group photos taken with members of the leading group of the School.

 

Nearly 200 people attended the ceremony, including responsible persons of the Department of Policies and Regulations, Chongqing Municipal Bureau of Civil Affairs, and the Department of Social Science Research of Chongqing University, and some teachers and students of the School of Public Administration.
